Standard Tender Documents (STD) used in procurement process of Bangladesh government agencies.
According to rule 4(1) of the Public Procurement Rules 2008, it is compulsory for the Procuring Entities to use an appropriate Standard Tender Document published by the Central Procurement Technical Unit (CPTU). CPTU has published many standard tender documents for works and goods procurement. Those are available for free download on CPTU website. PG3 and PW3 are the two widely used STDs for goods and works procurement respectively.Following are some STDs published by CPTU:
Standard Tender Documents (STD) used for Goods procurement:
- PG1 - For goods procurement by Request for Quotation (RFQ) method. It is available both in english and bangla.
- PG2 - For low value goods procurement by national Open Tendering Method or Limited Tendering Method. PG2 is also available in english and bangla.
- PG3 - is used for high value goods procurement by national Open Tendering Method. English and bangla versions are available.
- PG3A - is used for goods procurement by Framework Contracting method.
- PG4 - this STD is intended for international goods procurement.
- PG5A - is applicable for One Stage Two Envelope Tendering for Turnkey Contract. It can be used for any value of National as well as International tendering process. This is suitable for Supply & Installation of Plant and Equipment.
- ePGDPM - Direct Procurement of Goods using fund of Development partners (Through e-GP System)
- e-PG9 - intended for Procurement of Goods using Direct Procurement Method (National)
- PW1 - For low value works procurement by Request for Quotation (RFQ) method. Both in english and bangla versions are published by CPTU.
- PW2A - For Procurement of Works using Open Tendering Method (OTM) (For values up to BDT 3 Crore.)
- PW2B - For Procurement of Works using Limited Tendering Method (LTM) (For values up to BDT 3 Crore.)
- PW3 - is used for high value works procurement by national Open Tendering Method without Pre-Qualification. English and bangla versions are available. It is the most widely used tender document used in public procurement of Bangladesh.
- PW3A - is used for national works procurement by One Stage Two Envelope Tendering Method (OSTETM).
- PW4 - is used for high value works procurement by national Open Tendering Method with Pre-Qualification.
- PQW4 - Standard Pre-qualification Document (National) for Procurement of Works with PQ.
- PW5 - STD for Procurement of Works through International tendering (for values up to BDT 3500 lakh).
- PW7A - is used for international works procurement by One Stage Two Envelope Tendering Method (OSTETM). It is intended for For large and Complex nature of works.
- PQW5 - Standard Pre-qualification Documentfor Procurement of Works using International tendering with PQ.
Beside these standard documents, the development partners have their own standard documents and those are used for the procurements using development partners fund.
Use of STD is helpful for a Procure Entity because -
i) use of STD will save a lot of time required for preparation of a tender document,
ii) use of STD provided legal safeguard for the Procuring Entity.
iii) the prospective tenderers are already familiar with the STD. So more tenderers will be interested to participate.
iv) the STD is already scrutinized rigorously. So there will be less legal difficulties during tendering and implementation.
Use of STD is helpful for a Procure Entity because -
